World of Kyogi Karuta
This is a website created by a Japanese Karuta player who has been actively promoting Karuta internationally for almost twenty years. This is a good resource for people looking for detailed information in English about the game. 

・Competitive Karuta ONLINE
This is an app that can be downloaded for free from the Google Play or Apple's App store. The app also teaches you some of the basics of Competitive Karuta, and allows you to play a condensed version of the game against a CPU or online against real people! There are also mini-games like flash cards to help you study the cards. The app works best on tablets or smartphones, and it's a great way for beginners to try out the game, since you don't need any extra equipment besides your phone. 

・Card Reading Apps
To play Karuta, it's necessary to have someone read the poems, but many foreign players don't have the luxury of a trained live reader. Luckily for us, there are apps for that! There are two apps which I use for self-practice: 百首読みあげ (Shuffle 100) from the Apple store or Hyakunin Isshu - Wasuramoti from the Google Play store. The first app is a bit more simplistic but good if you just need a reader to read all the poems, or if you want to select a subset of poems to be read. The second app does all that and more, but it can take some time to figure out exactly what all the settings do. Whichever one you choose, you'll be able to practice Kyogi Karuta, even without a live reader!

・Youtube
The All Japan Karuta Association (全日本かるた協会)has a Youtube channel where they live stream  the Meijin and Queen matches, the Chihayafuru cup matches, the national high school team tournaments and more. You can also use these videos as references to help understand how to play the game, or use the readers' voices on occasion instead of a card reading app. Here's a list of videos that have clear recordings in which the reader reads most of the 100 cards.
